चरवाहा विद्यालय की नाकामी और तेज प्रताप व तेजस्वी की सियासी हैसियत

जहाँ आम तौर पर भीड़ की कोई शिनाख्त नहीं होती वहीँ लोकतंत्र में तादाद की अपनी हैसियत होती है और यहाँ सारा खेल आंकड़ों पर आ कर ठहर जाता है,नंबर गेम में  ही सारे समीकरण बनते और बिगारते हैं,बिहार इलेक्शन के रिजल्ट में महागठबंधन की जीत की फिक्र में सब से बड़ी बात जो कई लोगों से सुनने को मिली वह ये थी की लालू यादव की सीट नितीश कुमार से कम आनी चाहिए वर्ना लालू अपनी मनमर्ज़ी करने लगेंगे और नितीश ठीक तरह से काम नहीं कर पायेंगे लेकिन डर जिस बात का था वही हुआ..

90 के दशक में बिहार जातिवाद राजनीती से जूझ रहा था और मुसलमानों में भागलपुर दंगे का ताज़ा ताज़ा खौफ था, जमशेदपुर में मुसलमान औरतों और बच्चों से भरे बस में लगी आग की चिंगारी अभी बाकी थी,मंडल कमीशन की रिपोर्ट आ चुकी थी अग्रे और पिछड़े की राजनीती का भरपूर माहौल बन रहा था, पहली बार देश ने ब्राह्मणों को अपने हक़ के लिए रोड पर निकलते देखा था,दिल्ली यूनिवर्सिटी में रिजर्वेशन के खिलाफ नारा लगाते हुए लड़किओं ने अपने हाथों में जो प्ले कार्ड उठाया था उस से साफ़ पता चलता है की उस वक़्त देश में न सिर्फ राजनितिक परिदिरिश्य बदल रहा था बल्कि एक नए सामाजिक परिवर्तन का उदय भी हो रहा था..
लोहिया और जय प्रकाश के विचारों का झंडा ढोने वालों में लालू यादव यादव की राजनितिक मह्ताव्कंक्षा की बिसात बिछ चुकी थी..और लालू इस खेल में पूरी तरह से कामयाब हो गये थे.

जगन्नाथ मिश्र को हटा कर लालू यादव बिहार के मुख्यमंत्री बने तो बिहार और देश की राजनीती में एक बड़े बदलाव की शुरुआत हुई और लालू यादव ने बड़े चालाकी से इस बात का शोर मचाया की उन्होंने ने एक ब्राह्मण की कुर्सी छिनी है, हेलोकोप्टर (जिसे लालू उड़न खटोला कहते थे) से अपने गाँव फुलवरिया जा कर लालू ने अपनी माँ को कहा था “देख माई तुम्हारा बेटा बिहार का राजा बन गया”
वही दौर था जब लालू अपने उड़नखटोला को खेत खलिहानों में उतार देते थे,भैंस चरवाहों से मिलते थे और किसी दिन चरवाहा विद्यालय खोलने का न सिर्फ एलान किया बल्कि बिहार में जगह जगह चरवाहों के लिए स्कूल दिखाई देने लगा,अगर लालू यादव की राजनितिक इच्छा शक्ति मज़बूत रहती तो ये एक क्रन्तिकारी काम हो सकता था पर लालू अपने उड़नखटोला पर उड़ते रहे और बिहार की सड़कें गड्ढे में तब्दील होती रही,
सामाजिक न्याय के नारे बुलंद करने वाले लालू यादव अपने ठेठ गँवाई अंदाज़ में जनसभाओं को सम्भोदित करते और अपार भीड़ उनकी मकबूलियत का सबूत थे, उस वक़्त इवेंट मैनेजमेंट जैसी कोई चीज़ बहुत चलन में नहीं थी, लालू का अंदाज़ आम लोगों को अपने बीच का आदमी होने का एहसास दिला गया ज़ाहिर है उस से पहले किसी नेता ने इतने करीब से अवाम की जुबान में बात नहीं की थी और लालू ने इसका भरपूर फायदा उठाया..
ये भी बहुत बड़ा सच है की पिछड़ों के मुंह में ज़बान देने का बड़ा काम उसी समय हुआ और मुसलमानों को उनमे एक मसीहा नज़र आने लगा, भारतीय लोकतंत्र में देखा जाये तो सब से बे बस और पिछड़ा हुआ मुस्लमान ही है,90 में वही मुस्लमान लालू यादव के साथ आ गए जिस के लिए अभी अभी जगन्नाथ मिश्र मौलाना जगन्नाथ थे,उर्दू को बिहार की दूसरी सरकारी ज़बान का दर्जा देने वाले जगन्नाथ मिश्र को मौलाना जगन्नाथ कहने वाली उर्दू आबादी लालू यादव के बर्थडे पर उर्दू दिवस मानती है..
बिहार की राजनीती का ये सिलसिला करीब १५ साल चलता रहा लालू यादव केंद्र की राजनीति में बड़े होते चले गये..बिहार की शिक्षण वेवस्था चरमरा गयी, बिहार में अंग्रेजी की अनिवार्यता बोर्ड एग्जाम से ख़त्म कर दी गयी लालू यादव के बच्चों की स्नाख्याओं पर कई लतीफे बनते रहे और देखते ही देखते सारे बच्चे बड़े हो गए और आज उनका दोनों बेटा बाप से भी कम उम्र में किसी राजनितिक संवेधानिक पद पर आसीन हो गया लेकिन राबड़ी देवी को जा कर तेज प्रताप और तेजस्वी ने यकीनन ये नहीं कहा होगा की देखो माँ हम दोनों भाई बिहार के राजा  बन गए कयोंकि लालू यादव की माँ की तरह न तो राबड़ी देवी किसी फुल्वारुया जैसे गाँव में रहती हैं और न ही राबड़ी देवी के लिए तेज प्रताप और तेजस्वी का केवल मंत्री बनना गवारह होगा..मौजूदा राजनितिक परिस्तिथि में लालू यादव मजबूर हैं वर्ना तेजस्वी का मुख्य मंत्री बनना तय था..

तब मुस्लमान भागलपुर दंगे से खौफ्ज़दः थे और आज दादरी जैसी घटनाओं से मुसलमानों की वापसी लालू यादव की तरफ हुई है..
अब देखने वाली बात ये है की सामाजिक न्याय का नया अध्याय नितीश कुमार के विकाश के साथ कैसे ताल मेल कर पाता है ..

डायर के मुल्क में भारत के प्रधानमंत्री और गिरीश कर्नाड को जान मारने की धमकी !



नवंबर महीने के इस खुशगवार मौसम में महागठबंधन की जीत का जश्न बिहार सहित पुरे भारत में मनाया गया. इस कामयाबी का हर वह सख्श इंतज़ार कर रहा था जिसे इस मुल्क से प्यार है..जिनके पास इंसानी रिश्तों की अहमियत है,और जो किसी भी तरह के अलगाव को पसंद नहीं करते..इस गुलाबी ठंडक में दिल्ली का सयासी पारा गर्म होता जा रहा है..भाजपा के कई नेताओं का बयान सीधे सीधे नरेन्द्र मोदी और अमित शाह की तरफ है और बिहार की करारी हार के बाद मेक इन इंडिया का नारा देने वाले प्रधान मंत्री नरेन्द्र मोदी लॉन्ग कोट पहन कर हीथ्रो एअरपोर्ट पहुँच गए जहाँ तीन दिनों का प्रोग्राम तै है..
अगले तीन दिनों तक खबरिया चैनलों पर लन्दन का नज़ारा देखने को मिलेगा जहाँ बार बार मोदी मोदी की जयकार भी गूंजती रहेगी..आखिर ऐसा क्या है की बिहार की रैलियों में भी प्रधानमंत्री का नाम गूंजता रहा पर ईवीएम में लालू और नितीश बाज़ी मार गए..

करीब 68 साल पहले तक हम उसी मुल्क से आजाद हुए थे जहाँ आज नरेन्द्र मोदी का गर्मजोशी से इस्तेकबाल हो रहा है..हमारे प्रधानमंत्री कई सारे मुद्दों पर बात करेंगे जिसमे दावुद इब्राहीम की लगभग 1500 करोड़ की संपत्ति जब्त की जाये उसका डोज़िअर भी डेविड केमरोन को सोंपेंगे और सिख आतंकवाद की समस्या पर भी चर्चा करेंगे..
दिलचस्प बात ये है की बर्तानिया के प्रधानमंत्री डेविड केमरोन ने अभी कुछ दिनों पहले जब वह भारत के दौरे पर आये थे तो जलियां वाला बाग में निहत्थे हिंदुस्तानिओं पर अंधाधुन्द फायरिंग करने वाले जनरल डायर की खुनी हरकतों की माफ़ी मांगी थी..आज रात डिनर करते हुए शायद ये बात नरेन्द्र मोदी को याद नहीं रहेगी,डिनर डिप्लोमेसी की हदें जहाँ ख़त्म होती हैं वहां से असल मसला जन्म लेता है,दावुद इब्राहीम को पकड़ा जाना चाहिए ,सिक्ख आतंकवाद वाकई बड़ी समस्या है,बर्तानिया जनरल डायर की करतूतों की माफ़ी मांग चूका है मोदी गुजरात दंगे से आगे निकल चुके हैं..गुजरात में स्टेचूयु ऑफ़ यूनिटी बनना शुरू हुआ और भारत के प्रधानमंत्री नरेन्द्र मोदी दिल्ली आ गए, सुनहरे सपने और तरक्की के वादों के साथ देश में लगातार कई ऐसी घटनाएँ होती रहीं जिस से मुल्क में भाई चारे पर खतरा बढ़ा और बिहार इलेक्शन में चारा चोर के अमित शाह के ख़िताब के बावजूद लालू यादव की पार्टी सब से ज्यादा सीटें लाने में कामयाब हो गयी,विकास के तमाम वायेदे जुमले ही रहे और नितीश कुमार को एक बार फिर बिहार की जनता ने विकास पुरुस मान लिया.

भाजपा में समीक्षा बैठकें अभी चलती रहेंगी,बागी तेवरों को कई सारे सुर मिल जायेंगे और हार की सामूहिक ज़िम्मेदारी कबूल करते हुए नरेन्द्र मोदी मन की बात करेंगे लन्दन की सर्दी का लॉन्ग कोट उतार कर दिल्ली की सियासी सर्गार्मिओं में अभी उबाल आना बाकी है,


औरंगजेब के मामले के बाद अभी टीपू सुल्तान पर बहस शुरू हुई है,गिरीश कर्नाड को टीपू सुल्तान के समर्थन में बात करने पर आज कलबुर्गी की तरह जान से मारने की धमकी दी गयी है..ऐसी धमकियाँ नरेन्द्र मोदी की सरकर में आम हो गयी है,अमृतसर में की गयी क्रूरता के बाद जनरल डायर ने वहां के स्थानीय लोगों को धमकी देते हुए कहा था की आप को अमन चाहिए तो हमारी बात माननी होगी और अगर जंग चाहिए तो हुकूमत तैयार है,हिन्दुस्तानी अवाम जंग नहीं चाहती,अमन पसंद लोगों ने बिहार में मैंडेट दे दिया है ..

महागठबंधन की जीत नफरत पर प्यार और भाईचारे की विजय है: इंजिनियर निशात

NEW DELHI: Former Union minister Arun Shourie on Monday accused Prime Minister Narendra Modi of deliberately maintaining silence on incidents like Dadri lynching while his ministerial and party colleagues kept the issue "alive" merely to win Bihar elections.
He also agreed with the suggestion that Modi and BJP chief Amit Shah were pitting one community against another in Bihar and cited a Pakistani analyst to say that while the neighbouring country was trying to get out of the pit, India was slowly going down its way.

The former BJP insider attacked finance minister Arun Jaitley's defence of Modi that he was the worst victim of intolerance since 2002, saying this was the worst defence he had heard and Modi "in his mind will get the fullest justification for being vengeful".

Coming out in support of writers, authors and artistes returning their awards against the "climate of intolerance", he told Karan Thapar on India Today channel that they are "conscience-keepers" of the country and their motives cannot be questioned.

Praising scientists like P M Bhargava and Infosys founder N R Narayana Murthy, who have expressed concern over these incidents, Shourie questioned how these people can be called rabid, a term used by Jaitley.

After festival break Prime Minister Narendra Modi on Sunday resumed his Bihar poll blitzkrieg and slammed the opposition Nitish-Lalu and Congress Party led grand alliance saying a “fourth partner has joined them, a (tantrik) black magician”.

PM Modi also renamed Lalu Prasad led RJD as “Rashtriya Jadu-Tona(sorcery) Dal” and offered six-point progaramme for the development of Bihar.

“Earlier I was knowing that there are just three parties in the grand alliance: JD(U), RJD and Congress Party but I’ve just come to know that a fourth partner too has joined them, a tantrik (black magician)”, said PM Modi in a veiled reference to a video clipping showing Bihar chief minister Nitish Kumar meeting with a tantrik went viral on social media on Saturday.

“Democracy is not being run by jantar-mantar (sorcery) but with people..can anyone do such mischief with democracy?…would a tantrik do development for youths?”, asked PM Modi while addressing his first poll-meeting at Marhaura in Chhapra.

Prime Minister Narendra Modi will be addressing four poll-meetings in Bihar on Sunday while altogether 17 in next 6 days.

“Now Lalu Prasad Yadav should name his party as Rashtriya Jadu-Tona Dal," said Mr. Modi. He also called mahagathbandhan (grand alliance) as mahaswarthbandhan (grand selfish alliance).

He also hit hard on the RJD chief Lalu Prasad Yadav’s recent anger shown towards a mic mechanic at one his recent public meetings. “In a recent public meeting when there was some snag in the mic he (Lalu Prasad) said I’ll throw you out from here…for you, that mic testing mechanic would not be anyone but for me he is from my fraternity”, declared PM Modi.

“Don’t act like kings and monarchs”, appealed Mr. Modi.

He also made reference how selling tea in trains sometime he was being thrashed by people with feudal mindset.

Six point programme


While addressing a big crowd the ITI ground in Marhaura in Chhapra, PM Modi also offered six point programme for the development of Bihar.

“Electricity to every villages, water to every household and farmers, Road for everyone, education to children, employment to youth and medicine for older people…this is my six point programme for Bihar”, he declared.

PM Modi also said that as soon as the BJP-led NDA government would come to power, he would ask the government here to form a committee to explore ways for industrial development in the state which would provide employment to the youths.

“Migration is the biggest curse of the state as youths have to leave their family, dear ones, parents and friends to live in huts in other metro cities to earn livelihood…we’ve to prove employment to them here in the state”, he said.

PM Modi also took dig on chief minister Nitish Kumar for not visiting the village Gandaman, near the poll-meeting venue, when 23 school children had lost their lives out of poisoned mid-day meal.

“When the poor children lost their lives you didn’t have time to visit their grieving family and friends…but, you’re moving with bandage on a finger of your feet!”, mocked PM Modi.

He also made oblique reference to the four-time RJD MP and erstwhile terror of Siwan Mohd. Shahabuddin who is currently in jail, “when the party tickets will be decided from inside jail…youth were forced to go out of Siwan to save their life…would they give development to the state?”, asked PM Modi.

Siwan is an adjacent district to Chhapra where PM Modi was addressing his first poll-meeting.

He further focused on “Development” as the only issue for the NDA in Bihar poll. “Development, development and development is our poll issue and it also panacea of all diseases”, he declared.

Giving reference to BJP’s grand victory in local bodies’ poll in Ladakh, PM Modi said “despite 90% minority in the area BJP has registered unprecedented victory there in local bodies’ poll..and, that victory will be replicated in Bihar too”.

Terming the BJP’s win in Leh Hill Council polls in Jammu and Kashmir as a “good sign”, Union Minister Prakash Javadekar on Saturday asserted that the party will replicate such victory in Bihar elections too.

“For the first time, the people of Leh, who have remained neglected for years during the Congress-National Conference regime, have voted for BJP. This has also helped removing the perception that Buddhists were against the BJP,” he claimed.

Mr Javadekar said the policies of Narendra Modi government have come in for appreciation right from Leh to Andaman and people want development.

“People have reposed faith in BJP leadership. Though small in population but in large territory, the Leh people (mostly Buddhists) have voted BJP. Bihar politics is for a major shift but people will vote for development and not for caste,” he said.

Dislodging the Congress, the BJP swept the Leh elections, bagging 17 seats in the 26-member Ladakh Autonomous Hill Development Council. In the elections held in 2010, the Congress had 22 seats while BJP had 4. -- PTI

मुजफ्फरपुर: जिले के सरकारी अस्पतालों में बुखार की सामान्य दवा पारासिटामोल तक नहीं है. इतना ही नहीं पेट खराब की दवा मेट्रॉन, एंटीबायोटिक सहित कई जरू री दवाएं समाप्त हो गयी है. नतीजा मरीजों को बाहर से दवाएं खरीदनी पड़ रही है. डॉक्टर से दिखाने के बाद जब मरीज दवा काउंटर पर जाते हैं तो कहा जाता है, दवा उपलब्ध नहीं है. इतना ही नहीं यहां भरती होने वाले मरीजों के लिए डीएनएस 10 व डीएनएस 15 स्लाइन भी नहीं है. ऐसे मरीजों के परिजनों को दवा बाहर से खरीदनी पड़ रही है.

पीएचसी में आपूर्ति नहीं
दवाओं की किल्लत से जिले के केंद्रीय भंडार ने पीएचसी में भी इन दवाओं की आपूर्ति बंद कर दी है. पीएचसी से दवाओं का ऑर्डर लेकर आने वाले कर्मियों को कहा जा रहा है कि दवाएं नहीं है. दवा आने के बाद ही इसे पीएचसी में भेजा जायेगा. दवाओं की किल्लत से सदर अस्पताल के मरीजों को अधिकतर दवाएं बाहर से लेनी पड़ रही है.

भरती मरीजों को भी डॉक्टर बाहर से स्लाइन सहित अन्य एंटीबायोटिक मंगाने के लिए लिख रहे हैं. दवाओं की यह किल्लत मार्च में ट्रेजरी की ओर से दवा कंपनियों को भेजी जा रही अग्रिम राशि पर रोक लगने से हुई है. अग्रिम राशि नहीं मिलने पर दवा कंपनियों ने दवाओं की आपूर्ति नहीं की थी. दवाओं की किल्लत को देखते हुए सीएस ने मुख्यालय के निर्देश पर कुछ जरूरी दवाओं की खरीद की थी. लेकिन वह दवाएं भी अब समाप्त हो गयी है, जो बची हुई दवाएं हैं, वह भी समाप्त होने को है.

मुख्यालय की स्वीकृति के बाद ही आयेगी दवा
फिलहाल दवाओं की आपूर्ति भी संभव नहीं दिख रही है. यदि मुख्यालय से दवा खरीद की स्वीकृति मिल भी जाती है तो उसे मंगाने में एक महीने से अधिक समय लगेगा. सिविल सजर्न डॉ ज्ञान भूषण कहते हैं कि दवाओं की आपूर्ति के लिए लिखा गया है, लेकिन इसके लिए समय चाहिए. मुख्यालय को सूचना दी गयी है. स्वीकृति मिलने के बाद ही कुछ कहा जा सकता है.

29 से तीन जुलाई तक नहीं चलेगी पवन एक्सप्रेस

मुजफ्फरपुर: मुंबई में रेलवे ट्रैक पर पानी आ जाने व मध्य प्रदेश के इटारसी में पैनल जलने से सिगनल प्रणाली में आयी खराबी को देखते हुए रेलवे बोर्ड ने दर्जनों ट्रेनों को रद्द कर दिया है. रेलवे बोर्ड ने 29 जून से लेकर 3 जुलाई तक इन ट्रेनों का परिचालन पर रोक दिया है. सभी जंकशन के स्टेशन प्रबंधकों को ट्रेनों के रद्द होने की सूचना यात्रियों को देने की बात कही गयी है. इसके अलावा यात्रियों के टिकट को साधारण ढंग से वापस करने की भी बात कही गयी है.

29 जून को 11062/11061 पवन एक्सप्रेस अप व डाउन, 19052 श्रमिक एक्सप्रेस को रद्द किया गया है. 30 जून को दरभंगा से चलने वाली 11066 पवन एक्सप्रेस को रद्द किया गया है. इसके अलावा 1 जुलाई को दरभंगा से चलने वाली 15559 जनसाधारण एक्सप्रेस, 2 जुलाई को 11034 दरभंगा-पुणो एक्सप्रेस, रक्सौल से चलने वाली 12545 जनसाधारण एक्सप्रेस को रद्द किया गया है. 3 जुलाई को 11062 पवन एक्सप्रेस को रद्द किया गया है.

The Bihar School Examination Board is established for holding and conducting an examination at the end of the Secondary School stage, for prescribing course of studies for such examination and for carrying out such other objects and duties as may be considered necessary for the purpose as stated in the Act, Rules and Regulations of the Board.

Since education in India is on the concurrent list, the state as well as central government is responsible for the management of school education in India. This is why COBSE has been set up as the central and nodal agency to ensure the collaboration of boards for improvement in the quality of school education.

COBSE ensures this collaboration through a number of means. For one, it provides a platform for mutual consultation. It organizes periodic meetings of the board officials from all over the country. It also provides academic support to member boards for maintenance and improvement of educational standards through curriculum - planning, developing curriculum, teaching – learning material, evaluation etc.

COBSE is headed by a president with a general secretary as its chief executive. It has six zonal chapters, viz. central, western, southern, northern and north eastern. For carrying out its functions COBSE works in close cooperation with the Ministry of Human Resource Development, the government of India.

The Annual Conference held at Patna

On 29th & 30th November 2006, the Annual Conference of COBSE was hosted by the Human Resource Development Department, Government of Bihar. It had been decided beforehand that against the backdrop of the government resolve to universalize secondary education, the conference would devote itself to reviewing the Amrik Singh Report (submitted to the government in 1997). The role and structure of the Boards/Councils of school education would also be reviewed in the light of this report. The Conference was held in Patna on 29th & 30th November. The venue was L.N. Mishra Institute of Business Management. It was being held in Patna after a gap of 33 years.

The inaugural session of the conference

The conference was inaugurated by the Hon'ble chief Minister of Bihar on the 29th November 2006. Which addressing the august gathering of chairpersons and senior executives of member boards and other eminent persons in the field of education, he expressed the hope that the conference would help provide the right direction to the process of development and improvement of school education. The CM said that the Common School System should be implemented by the center in order to ensure quality and non-discriminatory education to all. Bihar, said he, is the first state to have constituted a commission on common school system and the government was not only concerned about education, but also conscious about it. There cannot be two standards of education as it abets class differentiation. It has to be holistic and egalitarian. He also exhorted the center to launch Sarva Shiksha Abhiyaan Phase II and increase plan allocation on education to six percent of the GDP. He also announced the merger of Bihar School Examination Board and the Intermediate Council of Education.

Speaking on the occasion the HRD Minister Sri Brishen Patel said that the hunger for education has been ignited in Bihar and now it was for the Boards and the government to provide the facilities.
During this session nine teachers and three district education officers (of Nalanda, Patna and Muzaffarpur distrits) were honoured for their efficient performance. The awardee teachers at the secondary level included Bindu Kumari (Katihar), Nirmala Mishra (Sitamarhi), Meena Kumar (West Champran), Satyendra Narayan. At the primary level Ramchandra Choudhary (Bhagalpur), Dileep Kumar (Sitamarhi), Parvati Sinha (Sitamarhi) and Mahendra Narain (Jehanabad) received the honours. In the special category, the award went to Vijay Kumar Singh of Deaf and Dumb School, Gayaghat Patna. Three district education officers were also awarded for collecting maximum amount for the welfare scheme. They included Satyendra Bhushan of nalanda, Kiran Kumari of Patna and Radha Krishna Singh Yadav of Muzaffarpur.

The Chief Minister also gave a cheque of Rs. 50,000 to four government school students, who made it to the Indian Institute of Technology. The four included Saroj Kumar of Darbhanga, Suman Kumar of Nalanda, Satyajeet Kumar Nalanda and Devashish Verma of Lakhisarai. 25 students who passed the Bihar School Examination Board 10th examination and were recipients of merit scholarship were felicitated on the occasion.

During this inaugural session, the education commissioner Dr. M. M. Jha welcomed the guests and outlined the agenda of the conference while the chairman of Bihar Intermediate Council Mr. Girish Shankar proposed the vote of thanks.

Address delivered by Sri Ashok Ganguli

The inaugural session was addressed among others by Sri Ashok Ganguli who is the chairman of both CBSE and COBSE. He laid stress upon a need for introspection on the part of both central and state secondary education boards. Only then, said he, we will be able to make any progress towards the achievement of the aim of quality education for all. He said that it was worrisome indeed that in India we have only 150 school days whereas in china 260 school days are mandatory for the students. He praised the effort of Bihar government for bringing about change and improvement in the dismal scenario of education in the state.

He also said that the CBSE will introduce its new grading system from the 2008 10th examinations. It will however, be introduced for Class IX this year. The new grading system is aimed at reflecting a holistic assessment of the students, and not just his marks in terms of aggregate.
He said the new grading system, based on a scale of nine categories, was more reliable, easy to understand and would cause less stress and strain to the students. He admitted that 5-7 per cent error in appraisal would always be there in any kind of grading mechanism.

The Keynote address by Prof. R. H. Dave

Prof. R.H.Dave – eminent educationist and former director of UNESCO International Institute of Education, Germany, discussed the objectives of the conference. He discussed the right to school education and the role of schools against the cultural and economic background of India and Bihar in particular. He also put forth an analysis of a survey conducted on school education in 40 developed countries. As a very special case he took up the example of South Korea, which fell Under, the extremely backward category 40 years ago. Today 97% of the population there, in the 25 to 30 year age group has a sound school education Consequently today South Korea stands amidst the most developed nations of the world.

It is a shining example of what spread of quality education can do for a state. He also said that spread of quality school education should not be considered solely the responsibility of state but private school should also make responsible contribution to this end. The professional skills of teachers should be strengthened continually and a sense of commitment toward students, society and their own profession should be inculcated in them.

Prof. Dave also emphasized the need for the optimum utilization of major innovations in the fiels of education including internet, EDUSAT, video conferencing apart from the use of videos CDs and DVDs etc. These innovations said he, have generated rich and varied learning resources that are available at one's doorstep.

Mr. Dave said the country should plan and implement universalisation of the entire spectrum of school education in order to enhance the socio-economic and cultural progress coupled with equity and social justice by 2020.

The Second and Concluding day of the Conference

On 30th November 2006, One Day National Advocacy Meeting was held in relation to the COBSE Programme on adolescence education. During the opening session Prof D.V. Sharma, Project Director of Adolescence. Education Programme and General Secretary of COBSE, introduced the theme of adolescence education and dwelt at length upon it. Sri Puran Chand, project coordinator of the programme also threw light on the implementation of the programme. During the advocacy session, strategies for integration of Adolescence Education with secondary school curriculum were discussed.

Prof. D.S. Mule gave details of the COBSE package for integration of AE with secondary school curriculum. It consists of several booklets each with a specific purpose.
In the afternoon session the work plan for the year 2007 was put forth in detail. Thereafter presentations were made by the six participating Boards (M.P., Karnataka, Gujrat, Madarsah and Assam Board & Council).

Adolescence education programme is a joint partnership programme of the government of India, National Aids Control Organisation, state department of education, SACS and UNICEF. All secondary and senior secondary schools are to be covered by this programme. Its objectives are to:-



(i)   provide accurate age appropriate information to young people in school on adolescence and                growing up.

(ii)  make available basic facts on HIV/AIDS transmission and methods of prevention.

(iii) reinforce existing positive behaviour and instill life skills that enable young people to protect              themselves.

(iv) develop and encourage a positive attitude towards HIV/AIDS and those living with HIV/AIDS.


The conference concluded in the evening with a declaration termed "Patna Declaration". At the end of the Programme Dr. B.N.Jha, Secretary, Bihar School Examination Boards thanked everyone and expressed his appreciation of the fact that delegates of all Boards participated in the conference.

A BASELINE SURVEY OF MINORITY CONCENTRATION DISTRICT PURNIA

 

 Executive Summary of Purnia District (Bihar)!

Background:

The Ministry of Minority Affairs (GOI) has identified 90 minority concentrated backward districts using eight indicators of socio-economic development and amenities based on the 2001 Census data. The aim was to improve all these indicators and bring it to the all India level through a Multi-Sector Development Plan (MSDP) under the Eleventh Five Year Plan. Since, it is expected that there would be changes in those indicators after 2001; a baseline survey has been conducted to study the multi-sectoral development plan with the latest deficitsand priorities.

District profile (2001 Census based)


According to the 2001 Census, the total population of Purnia district is 25.40 lakhs, 23 lakhs are rural and about 2 lakhs are urban. Against the state literacy rate of 47.53 percent (male 60.32 per cent & female 33.57 per cent), the overall literacy rate in Purnia is 35.51 per cent (male 46.16 per cent and female merely 23.72 per cent), which is lower than the state average.

The district has a substantial minority (Muslim) population, most of whom are either cultivators or agricultural labourers. The literacy rate of the Muslim population in the district is 25.9 per cent, which is further lower in the case of the female population (15.6 percent only).The overall work participation rate of the district is 38.89 per cent, which is comparatively higher than the state average of 34.7 per cent. The distribution of workers in occupation indicates that agriculture dominates the labour force and around 66.3 per cent of them are agricultural labourers, which is higher than the state average of 51 per cent.

Ii Survey findings: Socio-economic Conditions and other Amenities in 2008 In Purnia district, a survey was conducted in 2008. It has been found that the district lags behind the all India figures in 7 out of 8 indicators, and also lags behind the all India level in terms of two health related indicators. The table below shows the gap between the all India and district figures vis-à-vis ten indicators and prioritises the development interventions vis-à-vis eight indicators. The two health-related indicators are not part of the development priority rankings, as the Ministry of Minority Affairs has identified 

Minority Concentration Districts (MCD) only on the basis of eight indicators. However, these are important indicators of human development and, therefore, ought to form part of the multi-sector development plan of the district. The district figures are based on the survey findings (2008), and the all India figures pertain to 2004-05 and 2005-06. The difference with the all India figures may be lower here, as the all India data are a little dated, and must have improved since then.


Electricity
Against the all India figure of 67.97 per cent of the households having electricity connections, only 6.63 per cent of the rural households in Purnia have access to the same. While 10.02 per cent of the Hindu houses are electrified, only 5.03 per cent of the Muslim houses are electrified.

There is a “Rajiv Gandhi Gramin Vidyutikaran” programme sponsored by the Centre that aims at 100 per cent electrification of all rural households by 2009. However, the implementation in the district appears to be tardy and it is unlikely that the district will achieve the universalisation target within the stipulated period

Pucca House:
Pucca house is another important gap in the district. Against 59.40 per cent of thehouseholds having pucca houses at the all India level, only 13.42 percent of the rural households in the district are living in pucca houses. A large proportion of the Hindu and Muslim households, around 82 per cent of them, live in thatched and katcha houses. This shows that the allocation under the IAY that provides such houses to the BPL families is quite inadequate to meet the gap in the district. The multi-sector development plan may give priority to the construction of houses under the IAY.

In-house Toilet Facilities:
Against the all India average of 39.20 per cent of households having in-house watercloset
toilets, only 3.11 per cent of the rural households in Purnia have the same. A majority of the households, 93.7 per cent and 98.4 per cent of the Hindu and Muslim households respectively, are using open spaces as toilets.The total sanitation campaign (TSC) is committed to eliminating open defecation, by providing in-house toilet facilities to all rural households by 2012. However, the progress in the district is disappointing and it is unlikely that the target will be achieved within the
stipulated time period. The Multi-Sector Development Plan may enhance this facility by giving it priority. This is all the more important in Purnia, as the district is flood-prone and open defecation leads to various infections and diseases, particularly during floods.

Literacy Rate:
The literacy rate in general and the female literacy in particular, is as low as 44.15 percent and 33.93 percent respectively in comparison to the all India figure of 67.30 percent and 57.10 per cent. Hence, improving overall literacy rate with emphasis on female literacy is another important priority. A topping-up approach under the Multi-Sectoral Development Plan can be adopted here. There is also an urgency to ensure 100 percent enrolment ratio and minimise the drop-out rate. 

Employment Opportunity:
The work participation rate of the sample households is around 53.8 per cent for the Hindus and 51.1 per cent for Muslims. Gender differentials are noticeable in both the communities, which is 25.98 per cent for the Hindu females and 14.07 per cent for the Muslim females.
The increasing overall work participation rate, particularly of the female population, is another priority. Purnia is famous for the production of jute/bamboo. Recently production of maize and banana has also increased substantially. Jute and bamboo based handicrafts/ small industries, and maize/ banana based food-processing industries can also be developed through the formation of Self Help Groups (SHGs), and by providing loans and training at individual level as well.

Health:
Health deprivation is a matter of concern as there is a lack of proper medical facilities. Only 24.39 per cent of the children are fully vaccinated against the all India average of 43.50 per cent. Moreover, only 10.83 per cent of the deliveries are institutional, as against the all India average of 38.70 percent.

1. Indebtedness in the district is around 56 per cent. The incidence of indebtedness is more among Muslim households than Hindu households; 47.9 per cent of the Hindu households and 59.6 per cent of the Muslim households are indebted.

2. The infrastructural gap in the villages, particularly all weather pucca roads,schools, PHCs, also need selective intervention in the district.
